I was hoping the updated Hangouts App with SMS would magically allow SMSing from my Nexus 7 3g with ...

I was hoping the updated Hangouts App with SMS would magically allow SMSing from my Nexus 7 3g with a proper phone SIM and contract but no such luck. It seems the SMS functionality is disabled even if you have everything you should need; 3g, SMS capable apps, SIM, contract.

So any ideas how to enable the SMS capability?
